This may we adopted two black kittens from the local SPCA - one male, Pepper and
one female, Chloe. Both of them are very sweet but very different.

Pepper since we bought him had this habit of sitting up for a long time on his
haunches - sort of like a Meerkat. Recently he's added to this behaviors by
waving his paws up and down, together. He does this at reflections. He does it
at us. He does it looking at the cupboards.

Anyone else seen this type of behaviors? Any ideas what he is trying do?

My Benjamin, a b&w tuxedo boy, sits on his haunches from time to time,
particularly if he wants to see over something.  He doesn't wave,
though.

Any chance your cat is doing the hula?  ;-)

As a cat rescuer, I've seen the gesture you describe, though rarely.  It
is very charming and I believe it is a natural begging motion, made to
another cat.  I have seen the gesture almost exclusively in the context of
a younger, subordinate cat asking to play with higher-ranking cat.

I don't think my cats wave but I do know my cat Isis every once and a while
will sit and put her paws up and down sometimes when she is looking at
something interesting.

My cat periodically rears like a horse, then attempts to leap up while
rearing, occasionally waving his paws like a horse moves its front
hooves. If I knew what it meant, I wouldn't find it so dang silly
looking. :) He seems to do it when he's trying to look big and
threatening, like when he's gotten an adrenalin boost and is trying to
prove to me he's da cat or something. If I make any move toward him,
though, he generally backs down.

Camille does that in the morning while she follows me around the
kitchen and bathroom- it's her way of begging to be petted. Of
course, she accompanies it with a LOT of vocalization, and she gets
her way. I call it "chipmunking".

Perhaps you have a cat well versed in the martial arts? Seriously I think he
is just wanting attention and letting you know he is there.
