You could try and set up rec.pets.cats.health+behav.moderated so its still
on Usenet and is still in the rec.pets.cats heirachy. However, doing so
would be alot more work than setting up a yahoo group or other mailing list.
You'll need at least 100 people to vote "yes" in the process, probably more,
because there are always people who vote "no". ANd those people will have to
be willing to have a modified but readable-by-human e-mail address published
in Usenet stating how they voted.
Someone will also need to write a charter, volunteer for moderation (and if
you pick someone the group doesn't like, that could kill you in "no" votes)
and know how to use the moderation software necessary for Usenet.

That's why we said Yahoo or something similar - much, much easier.
It's impossible to get servers to carry any new Usenet ngs anymore -
it's just not the way to do it.

Well, it snot *impossible* but is a total PITA, and not a job I'd like to
do. Fair enough. Perhaps you'd want to go for the compromise of a Google
Group. More public access, but not technically Usenet, and not stricly a
mailing list.
or, alternatively, have the Yahoo list's archives available to all, and no
approval needed to join. YOu can then give certain members the freedom to
post what they like, and keep other members on the moderated list.
