Aside from believing that anyone who abandons an animal should be shot on

sight, I think it is a really great idea.  Even if it just makes one or

gutless jerks head for an animal shelter rather than out in the
"country".]]

Great idea!

Too bad there's no way to convice The Powers That Be to enact a law
permitting animal dumpers' penalty to be "turn the culprit over to RPCA
regulars and let the chips fall where they may". In the absence of such a
law, stipulating a HUGE fine as the penalty is a good response. I wish
every community would do the same thing.
