I can actually see what I think are the fish's REAL eyes. I think the
tiger face is just a symmetric pattern of spots.
That's a strange set of markings, to be sure. I think if the park wants to
make sure that carp isn't stolen by someone, especially a thief who'd like
to get hold of the money those collectors are offering, they might want to
consider displaying that carp in a way that offers a certain amount of
security from the public. Maybe they could have him in a pond in an area
that's gated, so they can keep track of who's coming into and leaving the
area at any given time.

The fish's real eyes are what appear to be the tiger's ears - pretty
neat.
