Good heavens! Posting on lamp posts is so common here that some of the
downtown ones have special surfaces to make it easier! What's next, not
putting up notices in local convenience stores? That and lamp posts are
the two commonest ways to announce that you've lost or found a pet (or a
possession, sometimes).
Different places obviously have different rules and customs!

TWENTY-EIGHT DAYS ADVANCE PERMISSION to post such a notice????? I don't
think there's ANYWHERE in the U.S. that a notice like that couldn't be
posted to lamp posts! (But I may be wrong.) Certainly I've never
encountered any flak when I had need to post one, anywhere I lived. In
an area where there are neighborhood shops, you can usually get the
shop-owners to post them in their windows, too.
