Smokey's an anti-environmentalist. His second move would be to 'ban outside' by enclosing the entire planet under a climate-controlled roof. (That's right after the mandatory ham law passed.)
Tyche's an isolationist. Basically, anyone entering her territory would be shot. Hopefully her country/province/whatever she's governing isnt' much bigger than a typical 2 person dwelling.
Kumani would strictly outlaw the use of needles, thermometers, and actually any practitioning of medicine (particularly vets) in favour of faith healing through feline mojo.
Nocturne...tireless crusader for the repeal of all human rights and president, queen, deity and dictator for life of the Feline World Order, need I say more? "Imagine a paw stamping down on a human face...forever." (with apologies to Orwell)

Paving would certainly get rid of "those horrible tree things," but in order to eliminate weather, a giant dome would still be required. :)

Here in California, we used to have a governor called "Governor Moonbeam" (aka Jerry Brown - USians will know who that is). Actually, I shouldn't say "we", because that was long before I moved here. He was considered kind of a flaky new-ager, he dated the singer Linda Ronstadt, etc, which for some reason cemented his image as an out-there California weirdo, although I don't understand why - Linda Ronstadt seems like a decent person to me!

Pandora says that she'll support anything that makes HRFL Tiger happy, but she would like it known she is also Pro Sunbeam, as well as being Anti-rain & cold - she believes it should be banned.
Cleo is pro-fleecey-bed-in-front-of-the-fire, and reckons a bill should be passed where she gets fed in bed so she doesn't have to walk to the kitchen. Miss Lily Whiskers doesn't give a sh*t what bills are passed, as long as they're pro gooshy food on demand, anti wet & cold. If pushed however, Miss Lily Whiskers will also admit to being pro-sunbeam.
So, Shmogg can rest assured in the knowledge that he has 5 cats who are signed up members of the pro-sunbeam party.

Caliban, though definitely pro sunbeam, is also in favour of wet and windy, as well as snow.
Miranda's platform would be high. I.e. high platforms for every kitty to hang out on. Good cat trees / real trees to climb, as well as nice wooden panelling on walls for good climbing. She would also push for fresh meat every day, and none of that disgusting cat food.

They were the tallest shoes we ever saw during the entire decade (70's of course) and we think cats would instantly claim the top of them if ever seen. A pair for each kitty, I think, along with the passing of the "No Kitten Left Behind" act mandating the opening of all human homes to the occupation of kittens such that none ever need experience unwelcome weather of any sort ever again. And if there are humans in those homes that don't get along with kittens....let them sit out in the cold for awhile. 8^P
