This is the very definition of a vicious cycle. The more the kitten
attacks the tail, the more annoyed mom gets, so the more she swishes
her tail, which means...

Nonetheless, she put up with it quite admirably.

My first mama cat would lie on the back of the sofa and
deliberately dangle her tail down inviting her kittens to
play with it!  (True, she'd switch it faster as they pursued
it, but it was definitely aq deliverate aqction on her part.)
