Looks like this new law might just work. I'm interested that the news
story named the man.

Man jailed for torturing kitten
The RSPCA says a jail sentence given to a Sydney man for torturing a
kitten sends a strong message that animal cruelty will not be
tolerated.
Stephen John Clancy has been given a 12 month jail sentence for
repeatedly throwing a kitten on the ground and trying to drown it.
The sentence includes a non-parole period of eight months.
The 45-year-old has also been banned from owning pets.
He was charged under the New South Wales Government's new animal
cruelty laws that were introduced last year.

It's a step in the right direction at least.

He got off lightly in my opinion.
