A friend of mine has that attitude. She always walked her dog unleashed.
He is pretty well-behaved and does obey her commands, most of the time.
She also walks him late at night, when not many people are around.
But then early last year, he killed a cat while she was out walking him.
After that, she swore she would walk him on leash all the time. And he
does now have an excellent harness to wear which makes him easy to control.
When he's wearing it, that is! Even recently, she and I were going out to
walk him, and she asked me if I thought he needed to be on the leash. "Umm,
YEAH," I said. So she put him on the leash.
This made me realize that she probably still lets him off leash sometimes,
when I'm not around to cast a critical eye. Some people never learn...

Well, that's the problem - a ticket probably won't stop her. Lord knows
tickets don't stop me from parking illegally. :)
