Sad/sickening, while quite interesting.

Well they could at least fence the yard in. Seems pretty sad when such
conclusive evidence (better than an eye witness actually) can't be used.

I don't understand - aren't there leash laws? Aren't dogs supposed to be
kept from running loose?

I think she's overreacting to feel that her child is in danger, though.
A dog that chases cats and even kills them isn't necessarily going to go
after human beings, even children.

They are lease laws all over the US  but how many police officers actual
enforce it.  It is up to animals control which is never on the high list of
the budget.  No one pays attention till a child is hurt.
In Orlando they made into law that all dogs be on a chain durning
daylight hours and no longer can be in the front yards  to many utilities
workers getting hurt.

I get so annoyed when you see some one walking their dog with out a leash
and their comment is oh I can control him.  I remeber the person saying that
to the officer after the dog charged me and my children in a non dog park
while we sitting having a picnic .  Everyone was ok except for the dog which
got a face full of pepper spray and the lady getting a ticket for a
unleashed dog.

A friend of mine has that attitude. She always walked her dog unleashed.
He is pretty well-behaved and does obey her commands, most of the time.
She also walks him late at night, when not many people are around.

But then early last year, he killed a cat while she was out walking him.
After that, she swore she would walk him on leash all the time. And he
does now have an excellent harness to wear which makes him easy to control.
When he's wearing it, that is! Even recently, she and I were going out to
walk him, and she asked me if I thought he needed to be on the leash. "Umm,
YEAH," I said. So she put him on the leash.

This made me realize that she probably still lets him off leash sometimes,
when I'm not around to cast a critical eye. Some people never learn...

Well, that's the problem - a ticket probably won't stop her. Lord knows
tickets don't stop me from parking illegally. :)
