I was all prepared to be mad when I saw the huge headline "Straying
into Uncertain Territory" with a big  (BIG) picture of a cat on the
local newspaper. I figured they were going to impose yet another
penalty on cat owners. Cats ALWAYS get the short shrift. Imagine my
surprise when I called the article up and found this:

city is actually going to sponsor a test TNR control colony! Working
with my vets, the local no kill will implement the procedure on a test
colony.  I could not believe it! Common sense at the city government
level! Glory halleluljah.

Sounds like a sensible and humane decision.
