This usually means that your ISP has several news servers, with some
sort of switchboard program controlling which one you connect to, in
order to try to balance out the load between them. When you posted
the message and fetched the headers that listed your new message, you
were retrieving information from one news server. When you then
tried to fetch the message body, it connected to a different server
that hadn't received the message yet, and therefore you got the "No
longer available on server" message. If you wait a few minutes, then
tell your news reader program to fetch all of the messages for this
newsgroup (which will probably take several minutes to complete), you
should see your message.
If more than, say, a minute elapsed between your fetching the list of
messages, and the unsuccessful attempt to fetch the body of the newly
posted message, then tell your ISP's tech support staff, as they
probably have something configured wrong. On the other hand,
messages sometimes take several hours before they show up in the
Google archive.
