Lots of cities have leash laws now. Does your city have a limit? We had a 4-cat
limit. Unless you had a special license. To get this "special license" you just
had to have all your neighbors sign a paper that basically said you were a
responsible pet owner & didn't let them roam all over.

that's my town. What's really wierd is I *never* see that many kitties out
and about. My friend and I went on a walk through the residential
neighborhood I live in the other night and we saw ONE. Lollypop said her
tags. My friend's neighborhood does have quite a few kitties, but all are
identified and aside from one neighbor bully cat, it's really pretty small.
In my old neighborhood, I would see cats on porches in the evening, but
again, just never seemed to be that bad. I really don't know, since mine are
indoor, and even if I had a house, I'd probably have an enclosure, but I can
hardly believe it will pass here in farm country. (Lincoln is not rural, but
still has many rural influences.)

There is no official "leash law" here in Shelby County, TN. However, many
of you know Persia has been bothered by a cat that kept running over here,
challenging her at the windows and doors. I called Animal Control to
inquire what I could do. They agreed there is no leash law, but there is a
law against loose pets. (what the heck is the difference?) The offered to
loan me a humane trap for a $50 deposit. When I told the neighbor this she
just scoffed and said there was no such law and I couldn't do anything. She
made excuses, saying her cat just "escaped" sometimes. Funny how all three
of her cats manage to do that and I see her sitting out front with her kids
and the cats all the time.
Sadly, I haven't seen that cat in a while. I suspect my worst fears came
true. I live at a busy intersection and I think the poor dear was killed.
