Ok, I am a pushover for a stray. I was in my garage refinishing an old
piece of furnisher (that's my hobby). When a sweet kitty walked in.
She is so little, she can't be anymore then six months. She was under
nurished. I could feel her ribs and she had milk sacks. So she is a baby
who had kittens.
I immediately went in and found a can of wet food and she ate it up then I
bought her some water and some dry food and she ate one and a half bowls.
I left the garage door open for the rest of the day and into the night just
incase she needed to get back to her kittens but she didn't leave. I
imagine she lost her litter because she is so young and undernourished. She
stayed in the garage with plenty of food, water, and a bed.
Ok, so here is the problem. What do I do with her, taking her in with my
indoor cats is not a good idea, my female reacts negatively to other felines
and I don't know if this kitten has any diseases and can't afford a vet
visit.
The other problem is the guy across from me has a Male Siamese who I think
is getting the girls pregnant and I bet this kitten is a product of this
Casanova's work and possibly got her pregnant.
What should I do with the kitty? Take her to the Humane Society? I live in
Missouri and it is a kill shelter.
What about the male cat across the street? How do I tell the guy his cat
should be neutered? And still maintain a good relationship?

About your neighbour, it's a touchy issue. Some places have by-laws that
state dogs AND cats must be leashed. That's one option.
You could offer to give custody to this neighbour, of any kittens you have
that remotely resemble a siamese. Two.
You might ask him if he has considered doing so. Three
Last, and probably not an option, is to offer to pay for it. If he agreed,
(hardly likely) maybe a collection from other annoyed neighbours would
help.
Oh yes. Five or six posters at grocery stores (with picture if possible)
might help to find her a new home.
Prayers work too.

You can use this new kitten as a lure to trap the tom. Get rid of the tom
and half the problem is solved
