Cat wont cover

Ok, new problem.  I've had cats all my life.  Never had a problem like
this.
My 16 month old cat wont cover his pee.  He went through a period when he
wouldn't pee in his box, but with a little positive reinforcement(tuna
when he used box), we finally got him to pee in his box.  He was just
neutered a week ago, but this problem has been goin on for a while. any
help you can give would be appreciated.

This is a dominant behaviour. Do you have any other cats? If yes, this
cat is the dominant one of the group. Dominant cats will often not cover
 their urine or feces in the box.
Why is it a problem as longs as he pees in the box? The box should be
empried of pee and feces at least once a day to elminate unpleasant odoours.
