I would imagine it is since there is a warning label that it is harmful, if
not fatal, to animals.
I don't think that a cat would eat it, but if they were to walk through and
then clean their paws it would be ingested. If it were me, I'd be looking
for a different, more pet friendly, product.
If you look at this site, under slug bait, you'll see the reasons to keep
pets away from it, and a couple alternatives to try.

I had a huge pit bull that got into some snail poison, when I went out
to feed him before going to work, he was in a sorry state. I picked
him up and put him in the car, (I still don't know how the heck I
lifted him so effortlessly) took him to the vet, only calling work
once I was there... he spent the day and night at the vet, cost me a
small fortune, but he came out of it just fine. I keep all such
items in a cabinet now....
