I have been trapping cats in a cage type trap for some months now and there
does not seem to be any one good bait to recommend.
Some times even cheap meats from the local supermarket deli (a slice of
devon, pressed chicken or raw sausage) would work. Other times you need to
get out cat food (there are small single type products at the Supermarkets)
or fish (canned or otherwise). Being in the tropics, the baits quickly
spoil and attracts flies which is even worse.
That being said, if the cat is being properly looked after by its staff
(cats don't have owners) then it may not take the bait and then there are
the cats that knows what's going on and wont take the bait anyway.
I am currently trying to trap one and I have observed it sitting next to the
trap grooming itself. I hate smart cats.

I wonder what you do with those traped cats? I hope you don't eat them
