My cats mostly make chirping sounds and other noises
not meows.

very true!  one of mine 'barked' in fact and still does on occasion.
the actual meow isn't made very often.

Stand on its foot, it will then meow and may start to like it..

Maybe your cat has no voice. take it to the veterinarian

We had a cat called Smudge who very rarely made a "meow" sound. She would
open her mouth and go "    " - no sound would come out. The only exception
to this was when food was about, she would meow quite loudly.

I now have two kittens who were hand reared from an early age because their
mother was ill. They rarely meow at all, they have a constant supply of dry
food and tinned fod twice a day. Today I ran out of tinned so they had dry
food only, but while I was cooking *my* dinner the meows were very loud
indeed.

A book I have entitled "tips and tricks for cat owners" says that cats meow
when something is wrong, i.e. too hot or cold, hungry etc., or they want
attention.

If your cat is well fed and comfortable the only noise you would hear is a
purrrrrr....
